¶ 1 In November 2014, the defendant, James R. Lambert, was involved in an automobile collision on the Brookport Bridge, which spans the Ohio River between Massac County, Illinois, and McCracken County, Kentucky. The defendant was initially charged in McCracken County with offenses stemming from the incident, but the charges were later dismissed on the grounds that the accident had actually occurred in Illinois.
