The plaintiffs, James and Barbara Harvel, filed a complaint in the circuit court of Williamson County against the defendants, the City of Johnston City (City) and Lawrence A. Lipe & Associates (Lipe), to recover damages sustained when James Harvel was injured at the construction site where he was working.
