SAND, District Judge.
A stipulation of settlement of this class action is before the Court for its consideration and approval pursuant to Fed.R.Civ.P. 23(e). The litigation was commenced in January, 1982 by the Vulcan Society of the New York City Fire Department, an association of black firefighters. The Vulcan Society challenges Civil Service Examination No. 510, used for promotion to the position of Captain in the New York City Fire Department, as violative of Titles VI and VII of the Civil Rights Act of 1964, as amended, 42 U.S.C. § 2000d et seq. and § 2000e et seq., as well as…
