|T This matter arises from a civil rights lawsuit filed by Kathleen Bilbe, plaintiff, against defendant, Norman Foster, Director of Finance for the City of New Orleans. Plaintiff asserts that defendant acted outside the scope of his duties in an arbitrary, negligent, or capricious manner and seeks monetary damages as compensation and/or reimbursement for depriving plaintiff of her constitutional rights.
