Petitioner Raphael Deon Holiday is scheduled to be executed by the State of Texas on November 18, 2015. Since 2011, CJA-appointed counsel, Seth Kretzer and James Volberding, have represented Holiday on federal habeas review. Through separate pro bono counsel, Holiday appeals the district court’s orders, entered on September 24, 2015, October 22, 2015, and October 26, 2015, denying his motion for appointment of new counsel under 18 U.S.C. § 3599 and moves for a stay of execution.
