This controversy is between Fred W. Zarnow, a policeman of the City and County of Denver, as plaintiff, against Carl S. Milliken, as manager of safety and excise, William McNichols, as auditor of the City and County of Denver, and George D. Begole, as mayor of the City and County of Denver, as defendants. It arose out of a refusal by Milliken, as such manager, permanently to appoint Zarnow as a police officer of Denver.
