The State Building Code, 780 Code Mass. Regs. §§ 101.00 (2010) (code), permits the installation of any one of four types of approved “fire protective signaling systems and automatic fire detection systems” in buildings throughout the Commonwealth. See 780 Code Mass. Regs. § 907.14.3 (2008). In 2006, the city of Springfield (city) enacted an ordinance that, in essence, proscribes the installation of all but one of the systems allowed by the code.
