OPINION

{¶ 1} Appellant, the Ohio Department of Commerce, Division of Real Estate and Professional Licensing, appeals from a judgment of the Franklin County Court of Common Pleas reversing the decision of the Ohio Real Estate Commission ("commission") to sanction appellee, Lesley Strausbaugh, for violations of R.C. 4735.02. For the following reasons, we reverse that judgment and remand the matter for further proceedings.
