MEMORANDUM
GASCH, District Judge.
This matter is before the Court on plaintiffs’ motion for attorney’s fees under the Equal Access to Justice Act (“EAJA”), 28 U.S.C. § 2412(d), 1 the government’s opposition, and the numerous replies and counter-replies which have been filed pursuant thereto. On April 24, 1991, this Court granted plaintiffs’ motion for a declaration that they are citizens of the United States; however, the Court denied plain tiffs’ request for a writ of mandamus compelling the government to issue passports to plaintiffs.
