This case concerns efforts of the Electronic Privacy Information Center under the Freedom of Information Act to obtain documents related to the Department of Homeland Security’s Standard Operating Procedure 303. This protocol governs the shutdown of wireless networks in' emergencies to, inter alia, prevent the remote detonation of explosive devices.
