This appeal requires us to determine whether an American citizen accused of committing a crime in another nation has a due process right under the United States Constitution to a “speedy extradition.” Appellant Thomas James Martin contends that Canada’s alleged delay of over seventeen years in seeking his extradition on charges of criminal negligence causing death and leaving the scene of an accident violates his right to due process under the Fifth Amendment.
