EASTERBROOK, Circuit Judge.

National Advertising Co. wants to build large signs in the City of Rolling Meadows. One sign would have a face 20 feet high and 60 feet long, and its support would add another 48 feet, making the top of the sign 68 feet above grade level. The other sign would be 14 by 48 and rest on 64-foot supports, for a total height of 78 feet. The vacant land on which National proposes to build the signs is zoned for manufacturing. National applied to the City for permits; the City said no, relying on an ordinance that limits the size of signs and prohibits all signs that…
