MEMORANDUM DECISION
CHIN, District Judge.
On May 22, 2009, plaintiff Al Fatah International Navigation Company Limited (“Al Fatah”) filed a complaint against, inter alia, defendant Emirates Shipping Line FZE (“Emirates”), seeking an order of attachment pursuant to Supplemental Rule B of the Federal Rules of Civil Procedure. The Court issued an order of attachment the same day. On June 3, 2009, Emirates moved, pursuant to Supplemental Rule E(4)(f), to vacate the attachment and dismiss the complaint.
