Plaintiffs appeal the dismissal of their claims against the Veterans Administration (VA) alleging racial discrimination in its appraisal practices. We affirm.

I. BACKGROUND

The VA is authorized by the Veteran’s Benefits Act, 38 U.S.C.A. §§ 101-5228 (West 1979), to operate a Home Loan Guaranty Program that allows veterans to obtain home loans under favorable terms including little or no down payment.
