Plaintiff Patrick Proctor, a New York State prisoner who has been administratively confined since 2003 in a Special Housing Unit (or “SHU”) at the Great Meadow Correctional Facility (“Great Meadow”) or at the Clinton Correctional Facility, subject to reviews every 60 days, appeals from a judgment of the United States District Court for the Northern District of New York, Gary L.
