Plaintiff Mikhail Matsibekker appeals from an order of the United States District Court for the Eastern District of New York, Henry Bramwell, Judge, dismissing his claim for failure to comply with the applicable 60 day statute of limitations. Matsibekker had sought to challenge a final determination of the Social Security Administration (SSA) that found he was not entitled to Supplemental Security Income (SSI) benefits.
