Petitioner commenced neglect proceedings in August 2010 against respondent (hereinafter the mother) and the father of their child (born in 2009). Following a fact-finding hearing, Family Court determined that the child was neglected based on the mother’s abuse of hydrocodone and her intoxicated condition while caring for the child, as well as the child’s repeated exposure to serious incidents of domestic violence between the mother and the father.
