It is provided in paragraph 13, section 1, article :5 of the *731constitution of the State, that “He [the Governor] shall have power to convoke the General Assembly on extraordinary occasions, but no law shall be enacted at called sessions of the General Assembly except such as shall relate to the object stated in his proclamation convening them.” Civil Code, §5816.
