MEMORANDUM OPINION In August 2025, police stopped Defendant Ricardo Blackson’s vehicle for a handful of traffic infractions. What unfolded next, however, was no ordinary traffic stop. Rather than diligently pursuing the traffic-related mission of the stop, nearly a dozen police officers carried out an unrelated firearms investigation without reasonable suspicion to do so—or stood idly by—while a single officer took roughly 29 minutes to issue four traffic warnings.…
