In 1950 petitioner, the State Insurance Fund of the State of New York, purchased real estate in New York County for the purpose of erecting an office building for the transaction of its business. Shortly after the closing of title, formal and informal application was made to the respondents, *518who constitute the Tax Commission of the City of New York, seeking removal of the property from the tax rolls. Petitioner asserted it was a State agency, and therefore exempt under the provisions of subdivision 2 of section 4 of the Tax Law.
