Finney, Justice:

*182Appellants, individually and as members of the Bush River Planning Committee (Committee), sought an injunction against the respondents as members of the Newberry County Board of Education (Board) alleging that the board violated the South Carolina Freedom of Information Act (FOIA).1 Appellants also requested an award of attorney fees and costs. The circuit court denied all relief. We reverse.
