In August 1991, the Randall County Commissioners Court (the Commissioners Court) approved the Randall County Budget for the 1991-92 fiscal year.1 Dissatisfied with the new budget, Randall County Criminal District Attorney Randall Sherrod (Sherrod) filed suit to prevent the implementation of the 1991-92 budget as it applied to his office (the D.A.’s office). Mike Krai (Krai), an investigator in the D.A.’s office intervened in the suit.
