You requested an opinion of this office on whether the Town of Saint Joseph ("Town") may file a lien and privilege against a dilapidated building owned by the Tensas Parish School Board ("School Board"), for the cost of demolishing or removing the building pursuant to the Town's ordinance ("Ordinance").
