On June 23, 2023, law enforcement officers, acting without a warrant, approached Appellee David Mickel with their guns drawn, ordered him to get on the ground, handcuffed him, searched his person and his bag, placed him in the back of a patrol car, and transported him to the East Point police station for an interview. In response to Mickel’s many questions, officers assured him that he was merely being detained and that he had not been charged with any crime.
