MEMORANDUM

BRYANT, District Judge.

This matter is now before the Court on cross motions for summary judgment. For the reasons discussed, below, both motions are granted in part and denied in part. Plaintiffs in this case include a public interest group concerned with reform of the tax laws in the United States. In August of 1973, shortly after the testimony of John W.
