Augustus I. Cavallari, Jr., petitions for review of a Decision and Order issued by the Comptroller of the Currency on July 28, 1994, and a Decision and Order issued by the Board of Governors of the Federal Reserve System on September 26, 1994. The Comptroller determined that Cavallari was an institution-affiliated party (“IAP”) as defined by 12 U.S.C. § 1813(u), and had recklessly disregarded a temporary cease and desist order issued by the Office of the Comptroller of the Currency (“OCC”) to Summit National Bank in Torrington, Connecticut.
