Pamela Williams and Jeanne Stamper, her mother, instituted suit against the Michigan State Highway Department for Pamela’s injuries sustained in an automobile accident allegedly caused by a malfunctioning traffic-control light. The malfunction permitted a green light to be displayed in all four directions at the intersection of Telegraph Road and Northline Road. The case was tried in the Michigan Court of Claims before the trial judge sitting as the trier of fact.
