Appeal from a judgment of the Supreme Court (Teresi, J.), entered December 8, 1998 in Albany County, which dismissed petitioner’s application, in a proceeding pursuant to CPLR article 78, to review a determination of respondent Board of Education for the Vernon-Verona-Sherrill Central School District denying petitioner’s application for retroactive membership in respondent New York State Teachers’ Retirement System.
