The petitioners in these consolidated cases are Iranian natives. They have been residing in the United States illegally since conditional orders of deportation were entered against them in March 1980. At that time, none completed formal objections to these orders. In each of these cases, the deportation orders became final when the petitioners failed to voluntarily depart from this country.
