OPINION

This tax suit was referred to Trial Commissioner George Willi with directions to prepare and file his opinion, findings, and recommended conclusion of law. The commissioner has done so in a report dated August 18, 1969, which recommends that the petition be dismissed. The taxpayer-plaintiffs have filed exceptions to the body of the opinion, to certain findings, and to the recommended conclusion. The Government has excepted to a part of the opinion and to the related findings, but is content with the recommended result. The case has been submitted to the judges on oral argument and…
