MOSCHETTA, J.,

Presently before the court is a petition for leave to intervene in partial settlement of a minor’s claim pursuant to joint tort-feasor releases, filed by the Commonwealth of Pennsylvania, Department of Public Welfare. For the reasons that follow, the motion will be denied.

I. BACKGROUND
