This proceeding involves layoffs resulting from the State’s current fiscal crisis. By letters dated September 5, 1991, the petitioners and two other Associate Court Clerks (grade JG-23) employed at the Westchester County Supreme Court in White Plains were notified that their positions were being abolished and they were being displaced to Court Clerk positions (JG-18), effective September 26, 1991.
