OPINION

WIESE, Judge.

The plaintiff in this case is a retired member of the United States Army whose military pay, commencing in September of 1984 (when he was still on active duty), became subject to a California wage assignment order (a garnishment order) for child and spousal support. In accordance with this order, the Army has been paying part of his monthly salary (now his retirement annuity) to his former spouse.
