delivered the opinion of the Court.

During December of 1995 and February of 1996, appellant was tried by a special court-martial composed of members at Camp Pen-dleton, California. Contrary to his pleas, he was found guilty of one specification of wrongfully using methamphetamine, in violation of Article 112a, Uniform Code of Military Justice, 10 USC § 912a. The members sentenced appellant to a bad-conduct discharge, 4 months’ confinement, forfeiture of $583.00 pay per month for 6 months, and reduction to the lowest enlisted grade.
