I concur in part and dissent in part. I agree with the majority that test results generated by the Department of Health’s newborn screening program are “genetic information” subject to the requirements of Minn.Stat. § 13.386 (2010), the Genetic Privacy Act, except to the extent otherwise expressly authorized by law.
