This matter came before the Court on defendants’ motion to dismiss and motion for summary judgment, and plaintiffs motion for partial summary judgment. The National Coalition for Students with Disabilities (“NCSD”) filed this action against certain officials of the Commonwealth of Virginia claiming that the failure of the Commonwealth’s state universities and colleges to provide voting registration services violates the National Voter Registration Act of 1993, 42 U.S.C. §§ 1973gg et seq.
