Norfolk Redevelopment and Housing Authority filed a Petition for Condemnation on September 22,2000, seeking to condemn certain property of Engar Carol Swinson Coneys. Coneys filed a response entitled “Answer and Grounds of Defense” on October 17, 2000. In her Answer, Coneys responded to the allegations set forth in the Petition and asserted that the subject land was being condemned in violation of die Equal Protection Clause of the United States Constitution.
