In March 1992, the circuit court of Champaign County entered an order in favor of plaintiff, Carolyn Evans, and against defendants, the Illinois Department of Transportation (IDOT), John D. Kramer, Secretary of IDOT, and P.R. Engleberth, IDOT district engineer, pursuant to sections 4 — 211 and 4 — 210 of the Illinois Highway Code (Code) (Ill. Rev.
