KITE, Justice.

[¶ 1] Jake Bradshaw was arrested for operating a motor vehicle while under the influence of alcohol and refused to submit to a breath test. The Wyoming Department of Transportation (WYDOT) notified him his driver’s license would be suspended. Mr. Bradshaw requested a contested case hearing before the Office of Administrative Hearings (OAH). Based upon the evidence presented, the hearing officer upheld the suspension recommendation. Mr. Bradshaw appealed to the district court, which affirmed the OAH decision. He now appeals to this Court, claiming the OAH decision was arbitrary…
