Plaintiff-Appellant William F. Glarner filed this medical malpractice action against the Department of Veterans Administration (“VA”). The district court dismissed the action because Glarner’s administrative claim failed to satisfy the jurisdictional requirements of the Federal Tort Claims Act. The court also held that a second tort claim was barred by the statute of limitations.
