OPINION AND ORDER

KAPLAN, Judge.. In this case, the plaintiff, Osvaldo Aguilar, challenges a determination by U.S. Customs and Immigration Enforcement (ICE) that he substantially violated the terms of an immigration bond when he failed to deliver a bonded alien to ICE as directed. Currently before the Court are the parties’ cross motions for judgment on the administrative record. Oral argument was held on the cross motions on October 21,2016.
