Appellants (the Taxpayers) sued the ap-pellees, the Travis Central Appraisal District, the Travis County Appraisal Review Board, and the Tax Assessor-Collector (the Taxing Authorities), 1 alleging the Taxing Authorities had improperly increased the Taxpayers’ property taxes after the appraisal role had been certified. The Taxpayers asserted that they were excused from exhausting the administrative remedies provided in the tax code by at least one of five exceptions established in Texas jurisprudence.
