The Alabama Real Estate Commission (“the commission”) appeals from a judgment entered by the Houston Circuit Court modifying an order entered by the commission. We reverse.

Procedural History

On May 8, 2013, the commission issued a complaint alleging that Steve Hodge (“Steve”) and Hodge & Associates, Inc. (hereinafter referred to collectively as “Hodge”), had violated § 34-27-36(a)(8)b., Ala.Code 1975. On July 19, 2013, an administrative hearing was held.
