Morgan County School District No. 1, plaintiff in error here, commenced this action in the district court praying for a judgment declaring null and void the defendant , in error’s plan for reorganization óf certain school districts. In addition, a declaratory judgment was sought that the legislation pursuant to which the School Planning Committee was created, violates certain con stitutional provisions.
