Prosecutor challenges the propriety of the judgment of conviction against it in the Eirst Criminal Court of Jersey City, upon a complaint of the inspector of the Bureau of Combustibles of Jersey City, which charged that, o:i March 17th, 1941, it was the owner of a tank wagon which it used for the “transportation of oil” within the corporate limits of Jersey City without having secured a permit for so doing, “contrary to and in violation of paragraph 6, chapter 3, paragraph 16 of the Rules and Regulations of the Board of Pire Commissioners…
