Plaintiffs in this action are the Board of Supervisors of Warren County, Virginia, 1 the County Board of Social Services, the County Department of Social Services and Ann Carbaugh, the Director of the County Department of Social Services. 2 There are two institutional defendants — the Virginia Department of Social Services and the Virginia State Board of Social Services — and one individual defendant, Larry D.
