MEMORANDUM OPINION

LAMBERTH, District Judge.

This matter comes before the court on the cross-motions for summary judgment, pursuant to Fed.R.Civ.P. 56(c), of plaintiff Ellen Schreeker and defendant U.S. Department of Justice. Based upon the memoranda in support of and in opposition to the cross-motions, the entire record thereto and the relevant law, plaintiffs motions will be granted in part and denied in part; defendant’s motions will be denied.
