We are here concerned with some of the provisions of the Act of May 18, 1917, c. 15,40 Stat. 76, entitled, “An Act to authorize the President to increase temporarily the Military Establishment of the United States.” The law, as its opening sentence declares, was intended to supply temporarily the increased military force which was required by the existing emergency, the war then and now flagrant.
