{¶ 1} Relators-appellants, Joseph Zimmer and Anthony Brice, appeal the trial court’s judgment granting a motion to dismiss filed by respondent-appellee, the city of Cincinnati. We reverse.
I. Facts and Procedure
{¶ 2} Zimmer and Brice are residents and taxpayers of the city of Cincinnati. Zimmer is also the executive secretary of the Greater Cincinnati Building and Construction Trades Council.
