Durante los años 1936, 1937 y 1938, la West India Oil Company (P. R.) celebró contratos con el Gobierno de Puerto Rico para vender a éste ciertas cantidades de gasolina, aceite, kerosina y otros productos de petróleo. Con anterioridad a la celebración de dichos contratos, la Compañía pagó los ar-bitrios de rentas internas sobre los productos vendidos y ■entregados al Gobierno, habiéndose verificado el pago al ser introducidos los productos en Puerto Rico.
